Notify utilities before you dig
Before you dig, by hand or machine, call 811 or go to va811.com to notify utilities that you intend to dig. Free of charge, utility companies will come to your location and mark underground pipes and wires.
Placid Bay Estates Covenants referencing construction
No house which shall contain less than 400 square feet of floor space, exclusive of porches, shall be built on any lot; nor more than one dwelling house shall be built on any lot.
No building shall be erected any portion of which will be nearer to any street than 15 feet, and no building shall be erected within 5 feet of the land of any adjoining property owner.
Lot owners who maintain private driveways on their respective lots shall install 12-inch culvert pipe along the street line where such driveways meet the street.

Road Maintenance and Construction
Confirm that you have an accessible road before you purchase the lot. Westmoreland County notifies building permit applicants that roads that have overgrown will not be cleared and maintained by the state, county, or sanitary district for new construction.
If your lot is on a gravel road, it is very unlikely to be improved to a paved road in the near future.
Easements
Before lot purchase in Placid Bay Estates, confirm right-of-way or easements, typically for drainage or utilities. If you build or block such an easement, remediation may be the responsibility of the current lot owner.
Driveways, including paved, gravel or dirt construction, must include a culvert pipe that meets code.
Westmoreland County Building Codes
Most construction will be governed by the codes of Westmoreland County, Virginia.
